These regulations specifically state that employers are responsible for ensuring the safety of people within the workplace as well as any members of the public visiting their buildings. For developers, this means that, prior to the management of a gas or biomass powered energy centre, a risk assessment must be undertaken in accordance with DSEAR requirements. This is to ensure that the appropriate safety measures have been implemented and met.
