DSEAR Risk Assessment Reports
Employers are responsible for ensuring the safety of people within the workplace and that of any member of the public visiting their building from the risk of fires and explosions that may be caused by dangerous substances on site.
DSEAR, the Dangerous Substances and Explosive Atmospheres Regulations, are designed to reduce the risk of serious injuries or fatalities because of a dangerous substance igniting and potentially exploding. Dangerous substances include sawdust, ethanol, vapours, hydrogen gas, gases under pressure and substances corrosive to metals. Our trained DSEAR assessors are experienced in ensuring appropriate safety measures are implemented and are compliant. This regulation is enforceable by the Health and Safety Executive (HSE) or local authority and is too often overlooked by contractors and employers.
Ideally a DSEAR assessment should be carried out during the design stage so that areas of risk can be identified early, and appropriate measures put in place to reduce risk.

For developers, this means that, prior to the management of a gas or biomass powered energy centre, a risk assessment must be undertaken in accordance with DSEAR requirements. This is to ensure that the appropriate safety measures have been implemented and met.

Where a Planned Preventative Maintenance (PPM) contractor has been employed by the developer, they may undertake the assessment themselves. Alternatively, the PPM may ask for a DSEAR assessment to be undertaken, prior to obtaining responsibility for the maintenance of a building.
