Dean Loizou becomes third engineer in the UK to be approved for CIBSE Higher-Risk Buildings register
08 Jun 2026
The Higher-Risk Buildings Register (HRB) was developed by The Engineering Council to provide clients, residents, employers and regulators with a higher degree of confidence that engineers are competent to work on higher-risk buildings.
Dean Loizou, Design Director at Whitecode Consulting has become just the third engineer in the UK to be added to CIBSE’s Higher-Risk Buildings Register. With the new guidelines published from the Building Safety Regulator (BSR), it has never been more vital for building services consultants to foster trust and raise standards in the industry.
CIBSE’s Higher-Risk Buildings Register assesses both competence and commitment, with rigorous standards that must be met by building services engineers who design and manage complex, high-stakes projects. Engineers who apply must have a portfolio of significant HRB projects completed which are reviewed against strict criteria. They must also partake in a competency-based panel interview where they will present a case study.
Dean is a Chartered Engineer who has been delivering successful projects with Whitecode Consulting for over a decade, ranging from small apartment complexes to large-scale mixed-use projects. He commented on his impressive achievement:
“Becoming registered with CIBSE’s HRB Register is an important milestone for me professionally, and one I am incredibly proud of. The regulatory landscape around higher-risk buildings continues to evolve, and it’s vital that engineers remain committed to developing the knowledge, competence and accountability needed to deliver safer buildings for everyone. I’m so pleased to be recognised among the first engineers in the UK to achieve this registration and look forward to continuing to support clients and projects at the highest standard.”
Alex Hill, Managing Director of Whitecode Consulting congratulated Dean on his success: “At Whitecode, we are committed to continually improving standards across everything we do. Dean’s achievement reflects not only his personal dedication and expertise, but also our wider commitment as a business to investing in competence, professional development and industry best practice.
As regulations and expectations continue to develop, we will keep pushing ourselves to stay at the forefront of quality, compliance and building safety.”
